The principle of port and terminal planning is based
on determining the requirements at a future point in time. This is to develop a
suitable port and terminal lay-out with matching (hinterland) connections and a
programme of (phased) development towards this target. What makes port and
terminal planning special is the complexity of hydraulic, nautical, and operational
aspects involved, in addition to spatial planning, transport, environmental, and
legal aspects common to land infrastructure. From the port authority or
operator's viewpoint, planning is needed to anticipate on future developments
and ascertain that the infrastructure, once built, functions well.
As a Port and Terminal Planner
